My laptop (with an ati mobility radeon X700 card) doesn't have this problems, but the pc of my parents has a funny glitch in the fog calculating thing, because the fog is negative
I will see if i can get a cool picture of it

i also have this bug and i also have a radeon 9200 128, which leads to fault in graphic compatibility or driver issues...

Same issue, and when i think about it, it's likely it appeared after an update.
Ati radeon mobility 9200
Anyway, since I also had system errors + bleu screen, i had my guarantee working:
new graphic card, new RAM, new motherboard, new screen --> same green textures
Any one found a solution since last post ?

Seems to be Ati related. I tried to create the same effects on my 3 PCs (dual 7900GTs, dual 8800GTXs, and 6800GTs) No such luck. I will see what I can figure out.

Well... I found a solution.
Options >Graphics >Shader quality > Low
You can keep high all the other advanced options, but you have to lower this one or make up with those beautiful green textures...
